The signing ceremony of the cooperation in training and retraining of human resources between Hanoi University of Home Affairs and the Central Committee for Emulation and Commendation

On the morning of March 30, 2021, the signing of a Memorandum of Understanding on developing programs on cooperation in training and training of human resources with the aim of promoting the mutual understanding and coordination between Hanoi University of Home Affairs and the Central Committee for Emulation and Commendation took place at Hanoi University of Home Affairs
On the morning of March 30, 2021, the signing of a Memorandum of Understanding on developing programs on cooperation in training and retraining of human resources with the aim of promoting the mutual understanding and coordination between Hanoi University of Home Affairs and the Central Committee for Emulation and Commendation took place at Hanoi University of Home Affairs under the witness of Deputy Minister Trieu Van Cuong and leaders  from departments and agencies concerned.

Attending the ceremony, on the side of the Ministry of Home Affairs, there were Mr. Trieu Van Cuong, Deputy Minister of Home Affairs; Mr. Vu Dang Minh, Chief of the Office and Ms. Truong Thi Lien, Deputy Director of the Personnel and Organization Department, Ministry of Home Affairs. On the side of the Central Committee for Emulation and Commendation were Mr. Pham Huy Giang, Head of the Committee and Mr. Pham Duc Toan, Deputy Head of the Committee. On the side of Hanoi University of Home Affairs were Assoc.Prof.PhD. Nguyen Ba Chien, Secretary of the Party Committee, Rector of Hanoi University of Home Affairs; Assoc.Prof. PhD. Tran Dinh Thao, Chairman of Board of Trustees; PhD. Le Thanh Huyen, Vice Rector of the University and some of the leaders and representatives from the both of units concerned.

Speaking at the ceremony, Mr. Chien said, 'The Hanoi University of Home Affairs is a unit directly under the Ministry of Home Affairs, performing its functions and tasks associated with the sector of Home Affairs and public duties; well implementing the missions assigned by the leadership of the Ministry, which are to train and retrain students at undergraduate and postgraduate levels; to make scientific research activities and technology transfer; to promote international cooperation; to offer public services for the Home Affairs industry, the civil service and social requirements. Undergoing a process of construction and development, it has been performing numerous activities closely linked to the units under and directly under the Ministry, including the Central Committee for Emulation and Commendation. Such activities are professional training and retraining activities, scientific research and so on. Besides, it also identifies one of its central tasks is to perform the application-oriented training and retraining, which means its missions have to meet practical requirements’. He wished that through the signing ceremony, the matters thoroughly discussed and agreed upon by the two sides will open up many opportunities for effective cooperation, bringing many practical values and partly contributing to successfully complete the tasks assigned by the Ministry.

Also at the ceremony, Mr. Giang shared important information on the process of formation and development of the Central Committee of Emulation and Commendation. He emphasized that in spite of many outstanding achievements, the Emulation and Commendation sector has been still facing many challenges, especially in the training and retraining of staff and human resources. He also wishes that everybody, even students in the universities, could understand more about the emulation and commendation work. Hanoi University of Home Affairs will be the unit chosen for implementing the training activities on Emulation and Reward and the ones will be continued expanding in the system of education establishments if possible. In the immediate future, a team of reporters will be developed to coordinate with the university to perform this work. He believes that the coordination program between the two sides would be a great success.

Speaking at the ceremony, Mr. Cuong highly appreciated the coorperation activities and stressed that they both need to promote their strengths. He suggested the two should put the contents of the memorandum into practice early to be able to perform them with high efficiency.
Also at the ceremony, the both parties agreed to sign a Memorandum of Understanding with such specific contents as cooperation in training and retraining within their functions, duties and powers; cooperation in the enrollment, resource creation and development of public service activities on fostering knowledge, skills and professions as well as on issuing certificates and certifications according to the job requirements for cadres, civil servants, organizations and individuals in need; coorperation in the other activities that both sides have strengths.

What's more, they also discussed the coordination on the fields of emulation and commendation, seminars, scientific seminars, exchanges experiences among cadres, civil servants, public employees, lecturers and students, scientific publications and other professional materials where allowed and according to practical needs, the development of a contingent of lecturers teaching emulation and commendation...
The ceremony took place solemnly opening up new prospects for their strong development and commensurating with the process of formation and development of both units.
