Hanoi University of Home Affairs held a scientific seminar named "Election and the formation of the government apparatus of Viet Nam"

On the afternoon of September 11, the Faculty of Government Organization and Construction held an online scientific seminar named "Election and the formation of the government apparatus of Vietnam" as the plan of the University of Home Affairs. Assoc. Prof. Dr. Nguyen Quoc Suu, Vice-Rector of the University, attended, directed and delivered the opening speech at the seminar. Assoc. Prof. Dr. Nguyen Tat Dat, Acting Dean of Faculty of Organization and Government Construction, was its co-chairman

Attending the seminar were Prof. Nguyen Dang Dung from Faculty of Law under Hanoi National University, Assoc. Prof. Dr. Do Ngoc Ninh - former Director of the Institute of Party Building under Ho Chi Minh National Academy of Politics, Assoc. Prof. Dr. Nguyen Thi Ngoc Hoa, Director of the Center for Testing and Quality Assurance under Academy of Journalism and Communication, Assoc. Prof. Dr. Vu Thi Loan from Institute of Administrative Sciences and Public Policy, Dr. Nguyen Van Hanh- Deputy Editor-in-Chief of the Journal of Political Theory under Ho Chi Minh National Academy of Politics, Dr. Tran Thi Thuy Ngoc, Vice Dean of Faculty of Political Science under the Academy of Vietnam Youth, Dr. Nguyen Thi Hong Hanh - Lecturer from Ho Chi Minh National Academy of Politics Area 1… the representatives of the leaders of units under and under the University, experts, scientists, managers inside and outside the University, and a large number of students.

In the opening speech, Mr. Suu shared “the Election of National Assembly deputies and People's Council deputies at all levels is always an important political event of the country to choose, elect worthy delegates to represent the will and aspirations of the people. The government apparatus at all levels is formed by the elections to consolidate and complete the rule-of-law socialist State of the people by the people for the people, under the leadership of the Communist Party of Viet Nam. Therefore, the Faculty of Government Organization and Construction chooses a suitable topic for its education as Party building and state government as well as its political topicality because in 2021 the whole country conducted a general election to elect the National Assembly and the People's Council. At the same time, we’re looking forward to receiving many in-depth and thorough discussions from everyone. The University's research and training education will be more and more perfect and solid in the future based on these ones to create human resources for jobs at State agencies in many different positions.”
Assoc. Prof. Ph. Do Ngoc Ninh gave some problems to contribute his ideas towards the seminar as the organizational apparatus of the agencies of National Assembly should be reorganized, some parts of the work of the assisting agencies of the Party and the State are overlapped and the organization of administrative apparatus should continue to be streamlined, etc.

Assoc. Prof.PhD.Senior Lecturer. Nguyen Thi Ngoc Hoa said that in Vietnam the voting rights are ensured for polls by the principles of election such as universal principle, equality principle, direct principle, secret ballot principle. The Party and State always conduct election proceedings with regulations at all points across the country based on the election’s principles. According to Ms. Loan’s opinion, she said that "Voters are powerful subjects and determine the success or failure of democratic elections.”Prof. Nguyen Dang Dung said that: “Election is an effective method for the people to exercise the state power that belongs to them and as a measure of accountability of the State government while it is in close linkage to governmental responsibilities.”

Assoc. Prof. Dr. Nguyen Tat Dat said “the US Presidential election took place in the 18th century as the first democratic mark when the head of a country was chosen by the election, however, at that time most of the world's governments were the monarchy. The President of the United States was selected by the people. It was the reason why the President of the United States had more power than the Presidents of Germany and Italy. The president was elected by the people and the cabinet was founded by him, so he was not accountable to parliament as well as did not have the power to dissolve Congress because the American people elected not only the executive (the president) but also the legislature (the congressmen).”
At the end of the talkshow, he expressed his thanks to the University's Board of Directors, experts, scientists, managers, the representatives of the leaders of units, lecturers and students. 16 articles and 7 opinions presented at the Seminar helped the participants have more multi-directed perspectives and exchange on theoretical and practical issues, valuable new materials for the election of Vietnam while it also helped lecturers and students from the Faculty of Organization and Construction have more knowledge and materials to teach and study better as well as complete the training quality of the University.
